In Saudi Arabia the employer starts the process. The Ministry of Human Resources and Social Development describes visas being issued to establishments through its Qiwa platform, so you cannot apply for a work visa on your own without an employer. If your passport is ECR, Saudi Arabia is one of the countries where emigration clearance is also required.
How does an Indian get a work visa for Saudi Arabia?
In Saudi Arabia the employer starts the process. The Ministry of Human Resources and Social Development describes visas being issued to establishments through its Qiwa platform, so you cannot apply for a work visa on your own without an employer. If your passport is ECR, Saudi Arabia is one of the countries where emigration clearance is also required.
As shown by the Ministry of Human Resources and Social Development (HRSD) in October 2026, visa issuance for businesses runs through Qiwa. The HRSD page describes an "Instant Visa (Establishment)" service in which a business logs into its Qiwa establishment account, picks the visa category, and pays. The beneficiary on that page is the business, not the worker. Confirm on the official page before relying on any detail here.
In practice that means an Indian candidate needs a real Saudi employer first. No Saudi government page we read describes a work visa that a worker can buy or apply for independently. The Embassy of India, Riyadh, says in its worker guidelines that "Free Visas" do not exist in Saudi Arabia and that a regular employment visa is the only visa on which a foreigner may work (the booklet carries 2017-era figures, so check its current version).
| Item | What the official pages say | Who handles it |
|---|---|---|
| Visa issuance | HRSD: businesses issue visas through the Qiwa platform; service fee shown as free, with visa balance drawn from the establishment's account on Absher | Saudi employer |
| Employer eligibility (as listed by HRSD) | Valid commercial registration where required, wage-protection compliance, no expired work permits under the same unified number, and a Nitaqat level of at least Medium Green (establishment visa) or Medium Green and above (expansion) | Saudi employer |
| Visa status check | The Saudi MOFA visa portal (visa.mofa.gov.sa) lets users look up a submitted request by request number or visa document number | You or the employer |
| Emigration clearance | MEA: ECR passport holders going to any of the 17 ECR countries for employment need it. Saudi Arabia is on the list MEA publishes | You, the recruiting agent or the employer, via eMigrate |
| Contract and fees | Embassy of India, Riyadh: read the contract, keep a signed copy, and do not pay more than the agent service charge limit; the booklet says Saudi labour law puts recruitment costs such as visa fee and air ticket on the employer | You and the employer |
MEA's emigration clearance page says that all persons holding ECR-endorsed passports and going to any of the 17 ECR countries for employment require emigration clearance, and its list of the 17 includes the Kingdom of Saudi Arabia. Another MEA page may count more than 17 countries, so check emigrate.gov.in for the current list. If your passport is ECNR, MEA's rules do not require clearance, but you still need a valid employment visa.
MEA also says a recruiting agent seeking clearance must show a genuine employment visa and a signed contract, and that agents should be registered. Use how to check an agent is MEA registered and our guide to the agent service charge limit. Do not hand over your passport to anyone before you have been selected.
For people searching for driver jobs, the Embassy booklet says a valid Saudi driving licence is required and that a worker should not drive unless the sponsor has arranged a licence and at least third-party insurance. Contract and visa titles for drivers appear in its sample profession list. The ECR and contract steps above apply the same way.
For nurses and domestic workers the Embassy booklet describes special routes (designated agencies, a bilateral agreement), but it is an older document and arrangements have changed, so confirm the current rule with the Embassy and eMigrate. For engineers and healthcare professionals, professional registration with Saudi bodies may be required. The official pages we could read do not set it out, so ask your employer which approval applies.
Job Spectra is operated by Spectravault Group LLP. We do not currently hold an eMigrate recruiting-agent registration, and we do not issue or sell visas. We charge no upfront job fees; see our Trust Center. You can browse current openings or submit your CV, but we cannot guarantee any job or visa. For other routes see how to get a job abroad from India and our Dubai work visa guide.

Not as a standalone application, based on the official pages we read. HRSD describes visa issuance as a Qiwa service for businesses, so you need a Saudi employer first. The MOFA portal lets you check the status of a request but we found nothing there describing a self-applied work visa.
If your passport is ECR and you are going for employment, yes. MEA says ECR holders going to any of the 17 ECR countries need clearance, and the Kingdom of Saudi Arabia is on that list. ECNR passport holders do not need it. Check eMigrate for the current list.
The Embassy of India, Riyadh, says in its worker booklet that Saudi labour law puts recruitment costs such as the visa fee and air ticket on the employer, and that an agent should charge at most 45 days' wages up to Rs 20,000. That figure is old and a newer advisory may differ, so confirm before paying anyone.
We did not find an official processing time, so we do not give one. HRSD describes the employer's instant visa issue on Qiwa as immediate, but that is only the employer step. Medical, attestation, any skills verification and stamping add time that no official page we read quantifies.
No. The Embassy booklet says only a regular employment visa permits work and that people caught working on other visas can be detained, fined and deported with a ban on re-entry. Do not accept an offer that asks you to start work on a visit visa.
Qiwa is the Saudi labour platform run with HRSD. Employers use it to issue visas and manage work permits. HRSD lists it as the channel for the visa service, and its support contacts are 920000105 and support@qiwa.sa. As a worker you mostly deal with it through your employer, but ask them what has been filed.
The Embassy booklet says a medical test in India is required before visa processing. Our guides explain the GAMCA report and the Indian PCC. Whether your employer or visa centre also asks for a police certificate for your case is something to confirm with them.
Look for named Saudi employers and a written contract, and verify any agent before paying. Driver roles are one of the categories seen in the Embassy's sample list of visa professions. See current openings on our jobs page and treat any offer without a contract as unverified.
For an agent in India, complaints go to the Protector of Emigrants or the Protector General of Emigrants, and the Embassy booklet also points to eMigrate and MADAD. In Saudi Arabia, the booklet lists the Ministry of Labour helpline 19911, which may have changed, so confirm the current number on HRSD's site.
