Jobs in Saudi Arabia for Indians: how hiring works, from Qiwa contracts to ECR clearance

You need a licensed Saudi employer that can sponsor you. The employer issues the visa through Qiwa, and HRSD's visa service requires a good Saudization (Nitaqat) rating and wage-protection compliance. Your contract should be documented on Qiwa, some trades need a skills check, and domestic workers go through Musaned. ECR passport holders also need emigration clearance on eMigrate, because Saudi Arabia is an ECR country.

How can an Indian get a job in Saudi Arabia?

You need a licensed Saudi employer that can sponsor you. The employer issues the visa through Qiwa, and HRSD's visa service requires a good Saudization (Nitaqat) rating and wage-protection compliance. Your contract should be documented on Qiwa, some trades need a skills check, and domestic workers go through Musaned. ECR passport holders also need emigration clearance on eMigrate, because Saudi Arabia is an ECR country.

Direct answer: the employer has to qualify before you can

A Saudi job is not something you apply for at a government counter. The employer has to be allowed to hire a foreign worker first. As shown by the Ministry of Human Resources and Social Development (HRSD) in October 2026, its Visa Issuance Service is run through Qiwa and is offered to establishments that achieve high Saudization rates and comply with labour rules. The conditions it lists include a valid commercial registration, compliance with wage protection, no expired work permits under the same unified number, and a Nitaqat level of at least Medium Green (or Very Small Green) for an establishment visa. Confirm on the official page.

So the first question about any offer is not the salary but whether a named, eligible Saudi employer stands behind it. The visa paperwork itself is covered in our Saudi Arabia work visa guide. This page covers the hiring side: which route fits your job, what checks you may face, what your contract should look like, and how to spot a fake offer.

Which hiring route applies to you

Your job typeHow hiring runs (official sources)What to check
Company jobs (skilled and unskilled, office, technical)Embassy of India, Riyadh: all recruitment of workers from India is done through eMigrate, and the Saudi employer registers as a foreign employer with documents such as its trade licence and authorised signatory IDEmployer name matches the contract and visa; Qiwa-documented contract; referral wage for your category
Domestic service workers (house drivers, maids, guards, cooks)Embassy: recruitment only through a Saudi recruiting agency and an Indian recruiting agency, with documents attested by the Embassy and registered on eMigrate. HRSD: Saudi families hire through the Musaned platformBoth agencies are licensed; contract signed by all parties; for women, the extra conditions below
Trades covered by skill testing (for example electricians, welders, mechanics)HRSD: the Professional Accreditation Program includes Professional Verification and Professional Examination, and India is one of the five countries where it startedAsk the employer whether your occupation needs a test and where to take it
Nurses and other health professionalsThe Saudi Commission for Health Specialties site offers a service to verify a healthcare practitioner's registration validity. Nurses are also an ECR-notified profession under Indian rulesProfessional registration before you travel; see our Gulf nurse jobs guide
EngineersProfessional registration may be required. We could not open the Saudi Council of Engineers website in October 2026, so we cannot state its rulesAsk the employer for the official requirement in writing

Step by step: from offer to first salary

  1. Find an offer from a named Saudi employer, either directly or through a recruiting agent registered in India. Check any agent with our MEA registration check guide and know the legal limit on agent service charges.
  2. Ask what route your job falls under (company job, domestic worker, skill-tested trade, regulated profession) and get the job title in writing. The Embassy's labour law page says the contract must list the employer, job title, place of work, duration, probation, wage, food, accommodation, working hours, leave, air passage and medical insurance, among other things.
  3. If your trade needs a skills check, complete it before the visa stage. HRSD says the Professional Verification service checks skills, experience and certificates for high-skilled jobs and takes a maximum of 15 working days, while the Professional Examination service uses practical and theoretical tests for medium and low skilled jobs.
  4. Check the salary against the Embassy's referral wages for your category (see the table below). These are minimum wages the Embassy publishes for recruitment through eMigrate.
  5. Complete the medical and documents your employer asks for. For the GAMCA system see our GAMCA medical guide and how to check a GAMCA medical report. If a police certificate is requested, see our PCC guide.
  6. If your passport is ECR, get emigration clearance on eMigrate before you fly. See the ECR passport guide and the eMigrate portal guide.
  7. After arrival, ask your employer to document your contract on Qiwa and to pay your wages through the Wage Protection system. Keep a copy of the contract and your payslips.

Referral wages the Embassy publishes

The Embassy of India, Riyadh, publishes a table titled Referral Wages for 2025. Its domestic worker page says these minimum referral wages may be followed in all cases. A sample from the table as read on 28 October 2026 is below. The full table has more categories, so confirm your own category on the Embassy page before you accept an offer.

Saudization (Nitaqat): why some jobs are closed or harder to get

Nitaqat is Saudi Arabia's system for rating how many Saudi nationals a company employs. It matters to you because, as the HRSD visa page shows, a company below Medium Green cannot use the instant visa service, so a company with a poor rating may not be able to hire you at all.

HRSD announced that from 15 April 2026 Saudization rates under Nitaqat are calculated from employment contracts documented electronically on Qiwa. Separately, HRSD announced on 16 August 2026 that the Saudization rate for project management professions (Project Management Manager, Engineer and Specialist) will rise to 70% from 14 February 2027, for private establishments with three or more workers in those roles. If your target job is in a profession being localised, ask the employer how it fits its quota before you resign from your current job.

We did not find one official list of all professions closed to foreign workers in the pages we read. Saudization decisions are announced profession by profession, so check HRSD's news and decisions pages for your field rather than relying on a blog list.

Qiwa contracts and wage protection: what protects your salary

Domestic workers: Musaned and the Embassy's conditions

Domestic service workers in Saudi Arabia, such as house drivers, maids, gardeners and cooks, are hired by households through Musaned, HRSD's domestic labour platform. HRSD reported that in the first half of 2026 Musaned enabled recruitment from 39 countries across 27 occupations, and that the average arrival time for domestic workers was 50 days. HRSD has asked people to complete domestic worker contracting, transfers and payments through Musaned and to check the licence of recruitment offices first.

From the Indian side, the Embassy of India, Riyadh, says all domestic worker recruitment is only through a Saudi recruiting agency and an Indian recruiting agency, and that the demand letter, power of attorney and contract must be attested by the Embassy and registered on eMigrate. For a female domestic worker, the Embassy page states a minimum age of 30 and above, a minimum wage of SR 1,500 per month, a bank guarantee of US$2,500 in the name of the Embassy or the Consulate in Jeddah, and a contract signed by the worker, sponsor, Indian agent and Saudi agent.

The Embassy's labour law summary also says domestic service workers are not covered by the Saudi Labour Law, and that their disputes go to a separate commission at the labour offices. If you are offered a house driver job, read our Saudi driver jobs guide as well.

Emigration clearance: Saudi Arabia is an ECR country

Yes, it is. The eMigrate portal, as read on 28 October 2026, says ECR passport holders need emigration clearance when going abroad for employment to the 18 designated ECR countries and regions, and names Saudi Arabia among them. The Embassy of India, Riyadh, gives the same count of 18 in its ECR FAQ and says workers without clearance from the Protector of Emigrants may be stopped by immigration at Indian airports. Some older MEA pages say 17 countries, so go by the current eMigrate list.

If you are recruited directly by a Saudi employer, eMigrate's FAQ says you apply for emigrant registration yourself on the eMigrate public website. If you are recruited through a registered agent, the agent does the registration for you. Nurses need clearance regardless of education, according to the Embassy FAQ. A non-ECR passport holder does not need clearance but still needs a valid employment visa.

Frequently asked questions

Can an Indian get a job in Saudi Arabia without an agent?

Yes, if a Saudi employer recruits you directly. eMigrate's FAQ says a worker recruited directly by an employer in an ECR country applies for emigrant registration on the eMigrate website. The employer still has to be registered as a foreign employer. Domestic workers are different: the Embassy says their recruitment goes only through a Saudi and an Indian agency.

Is Saudi Arabia an ECR country for Indians?

Yes. The eMigrate portal lists Saudi Arabia among the 18 ECR countries and regions where ECR passport holders need emigration clearance for employment. The Embassy of India, Riyadh, says workers without clearance may be stopped at Indian airports. Holders of non-ECR passports do not need it.

What is the minimum salary for Indian workers in Saudi Arabia?

The Embassy of India, Riyadh, publishes referral wages for recruitment through eMigrate. Its 2025 table lists, for example, SR 1,700 for general labour, SR 3,000 for drivers, electricians and nurses, and SR 1,500 for housemaids. Check your own category on the Embassy page, as the table may be updated.

What is Nitaqat and how does it affect Indians?

Nitaqat rates how many Saudi nationals a company employs. HRSD says a company needs at least Medium Green to use its instant visa service, so a poorly rated company may not be able to sponsor you. Some professions also have Saudization quotas, such as project management at 70% from 14 February 2027.

Do Indians need a skill test to work in Saudi Arabia?

Some do. HRSD's Professional Accreditation Program checks expatriate workers through Professional Verification or Professional Examination, and India was among the first five countries covered. HRSD does not list on that page which trades need it, so ask your employer whether your occupation is covered.

What is Qiwa and why should I care as a worker?

Qiwa is the Saudi labour services platform. Employers issue visas and document employment contracts there. HRSD says a contract documented on Qiwa in the standard executive form can be enforced through the Najiz platform if your wages are delayed, so ask your employer to document yours.

How do domestic worker jobs in Saudi Arabia work for Indians?

Musaned is HRSD's platform that Saudi households use to recruit domestic workers. From India, the Embassy says domestic workers can only be recruited through a Saudi and an Indian recruiting agency, with documents attested by the Embassy and registered on eMigrate. Women must be at least 30 under the Embassy's rules.

Who pays the visa and recruitment costs for a Saudi job?

The Embassy's summary of Saudi labour law says employers pay recruitment fees, medical test fees, iqama fees, exit and re-entry visa fees and the air ticket to join and return. An Indian agent can charge only a capped service fee; see our service charge limit guide before you pay.

Where can an Indian worker complain in Saudi Arabia?

Contact the Embassy of India, Riyadh, on the toll-free number 800 247 1234 or labour.riyadh@mea.gov.in, or file on madad.gov.in. The HRSD helpline 19911 also takes worker complaints in several languages. Confirm numbers on the official sites before calling.
