Nurse jobs in the Gulf for Indians: the official recruitment route, licences and scam checks

Get an offer from a named hospital or an agent you have verified, then clear the host country's nurse licensing: SCFHS for Saudi Arabia, DHA or DOH for Dubai and Abu Dhabi, DHP for Qatar. Check your passport's ECR status with MEA before flying. The MEA FAQ says nurse recruitment for these countries was restricted to state-run agencies. Pay no one for a licence you cannot verify.

How can an Indian nurse get a job in the Gulf legally?

Get an offer from a named hospital or an agent you have verified, then clear the host country's nurse licensing: SCFHS for Saudi Arabia, DHA or DOH for Dubai and Abu Dhabi, DHP for Qatar. Check your passport's ECR status with MEA before flying. The MEA FAQ says nurse recruitment for these countries was restricted to state-run agencies. Pay no one for a licence you cannot verify.

The short answer: two separate gates, recruitment and licensing

A nursing job in the Gulf passes two gates that people often mix up. The first is India's gate: who is allowed to recruit you and whether you need emigration clearance. The second is the host country's health regulator, which must license you before you can practise. A job offer does not replace either gate.

Most pages that rank for nurse jobs in Saudi Arabia or Dubai are vacancy listings or agency pages. The ones we read in October 2026 did not mention ECR, eMigrate or the MEA rules at all, so this guide starts there. All figures below are as shown by the named official page in October 2026. Regulators change fees and rules, so confirm each one on the official page before paying anyone.

Authorised route versus private agents: what MEA says

The Ministry of External Affairs FAQ on recruitment from India (last updated 6 February 2023 on the page) says Indian nurses going for employment to ECR countries need emigration clearance, and that recruitment of nurses for overseas employment would initially be restricted to state-run recruiting agencies. It names NORKA Roots (Kerala), ODEPC Ltd (Kerala) and Overseas Manpower Corporation Ltd (Tamil Nadu). The same answer says there is no age bar for nurses, unlike housemaids and domestic workers.

What the page does not say: it does not state whether this restriction is still in force today, whether other agencies were added later, or what fee, if any, a nurse may be charged. It also refers to 18 ECR countries while the MEA emigration page says 17, so treat the wording as dated. Before paying any agent, check the agency on the MEA recruiting-agent list (see our registration check guide) and read the agent fee limit guide. The general MEA advice to emigrants says not to deal with sub-agents, to ask to see the demand letter and power of attorney from the foreign employer, and to take a receipt for any payment.

Saudi Arabia: SCFHS classification, registration and the SNLE

The SCFHS page on professional classification requirements lists what a classification file needs. As shown by SCFHS in October 2026: your qualification with graduation date and specialisation; a verification result from the company approved by SCFHS for qualifications issued outside the Kingdom (if you apply on a bachelor's degree alone, the bachelor's certificate must be authenticated); the academic record showing programme details and internship or practical training; a professional registration certificate from your own country with a verification letter; an experience letter, where experience must not be below one year for non-Saudis; and an employment identification letter issued within three months before you apply.

SCFHS also publishes the Saudi Nursing Licensure Examination guide (September 2025 file). It describes a 200-question multiple-choice exam, up to 10% of which can be unscored pilot items, in two parts of 100 questions with 120 minutes each and a 30-minute break. The guide states a passing score of 500 on a 200 to 800 scale and says candidates can test at approved Prometric centres inside and outside Saudi Arabia. The pages we read did not say whether an Indian nurse applying from India must pass the SNLE or can be classified another way, so ask the employer in writing and check the specialisation card for nursing on the SCFHS practitioner page. For visa steps after licensing, see our Saudi Arabia work visa guide.

UAE: DHA in Dubai, DOH in Abu Dhabi

The UAE's health authorities (MOHAP, DOH, DHA and the Sharjah Health Authority) publish a joint Professional Qualification Requirements (PQR) document, and the DOH page presents its third version. Each emirate still runs its own application. Dubai and Abu Dhabi licences are separate, so a Dubai registration does not by itself let you work in an Abu Dhabi hospital. We could not open the MOHAP site in October 2026, so we say nothing about federal or northern emirate rules.

Dubai: the DHA Get Registered service page says registration confirms you meet the requirements for the applied position and is valid for one year, during which the hiring facility must activate it into a licence before you practise. The steps are a self-assessment, primary source verification by Dataflow, a Prometric computer-based test if required, then DHA review and an oral assessment if DHA requires one. The page says Dataflow and the test can run in parallel, the PSV result must come first before registration, and an applicant must pass the assessment within 3 attempts across the authorities. DHA's licensing manual version 1.3 (issued 18 July 2025) says the good standing certificate must be no older than 6 months at submission.

Abu Dhabi: the DOH FAQ says to apply on the TAMM platform using an ID number or UAE PASS, upload documents for Dataflow verification, then, if DOH conditions are met, proceed to the examination phase, and it points to the PQR page for requirements. It does not say how an applicant still in India logs in, so ask the employer's PRO or your recruiter how they handle the Emirates ID or UAE PASS step. Read our Dubai jobs guide for the wider market.

Qatar: Department of Healthcare Professions

The DHP Guidelines for Nurses (as read in October 2026) set out eligibility for a Registered General Nurse: a 4-year bachelor's in nursing, or a 3-year diploma after 12 years of school, or an associate degree if you are licensed as a Registered General Nurse in your own country. Online and distance-learning nursing programmes are not accepted. For bachelor and diploma holders it asks for 2 years of clinical experience after registration and licensing, and 3 years for associate degree holders. Applications with less experience are evaluated case by case.

The DHP lists a Prometric qualifying exam for Registered General Nurses of 150 questions over 3 hours with a 50% cut score, and says applicants may sit it up to 5 consecutive times. The nurse guidelines say holders of NCLEX are exempt from the Prometric exam if they passed within the previous five years. A preliminary evaluation is valid for 6 months. The evaluation upload list includes passport, photo, CV, certificates with transcripts, experience certificates, registration or licences, the primary source verification report and the exam pass certificate. A temporary licence is valid for a maximum of 6 months and cannot be renewed.

Step by step: from CV to flight

  1. Decide the country, then read that regulator's requirements first (SCFHS, DHA or DOH, DHP) so you know whether your degree, experience and registration fit before you pay anyone.
  2. Check your passport. Emigration clearance applies to ECR passport holders going for employment to the ECR countries, which MEA lists as including Saudi Arabia, the UAE, Qatar, Oman, Kuwait and Bahrain. See the next section and our ECR passport guide.
  3. Find a real employer. Ask for the hospital's name, the job title, salary and contract length in writing, and who the recruiter is. If an agent is involved, verify them on the MEA list before sending documents or money.
  4. Prepare documents for primary source verification: degree and transcripts, nursing council registration, experience letters and a good standing certificate. Keep each regulator's date limits in mind, such as DHA's 6-month rule for the good standing certificate.
  5. Apply for the licence or registration through the regulator's own portal, and book any Prometric or SNLE exam through the official channel. Fees are paid on the regulator's portal, not to a person's personal account.
  6. Get the medical done at a GAMCA-approved centre where the employer or visa process requires it, and keep the report. See our GAMCA medical report check guide.
  7. Complete emigration clearance on eMigrate if your passport is ECR and your job is in an ECR country. See the eMigrate guide.
  8. Travel only after the employer confirms the work visa and the licence or registration status in writing. Do not enter on a visit visa to start nursing work.

Emigration clearance (ECR) for nurses

The MEA page on emigration abroad for employment (last updated 16 May 2016 on the page) says clearance is needed only for 17 countries, naming Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE among them, and that people with ECR-endorsed passports going to those countries for employment need emigration clearance. The MEA emigration clearance system page (updated 10 February 2023) says the same and adds that clearance applies whether you go through a registered recruiting agent or directly through a foreign employer.

There is a conflict you should know about. The same 2016 MEA page lists categories on whose passports an ECR stamp would not be affixed, and one of them is nurses with a qualification recognised under the Indian Nursing Council Act, 1947. Yet the MEA FAQ (2023) says nurses going to ECR countries need emigration clearance from 31 May 2015. The pages do not explain how the two fit. Look at your own passport for the ECR endorsement, and if you are unsure, ask a Protector of Emigrants office before booking a flight (see our Protector of Emigrants offices guide). The clearance system page also says no female below age 30 can get emigration clearance for any type of work in an ECR country; it is silent on whether this applies to nurses, and the FAQ says there is no age bar for nurses.

Frequently asked questions

Can an Indian nurse work in Saudi Arabia?

Yes, if licensed. SCFHS runs professional classification and registration, and its page asks for verified qualifications, a registration certificate from your own country, an experience letter and an employer identification letter. A job offer alone is not enough. Confirm current rules on the SCFHS site.

Do Indian nurses need emigration clearance for Saudi Arabia, the UAE and Qatar?

The MEA lists all three among the 17 ECR countries and says ECR passport holders need clearance for employment there. A separate MEA list says nurses with Indian Nursing Council recognised qualifications do not get an ECR stamp. Check your passport and ask a Protector of Emigrants office.

Is nurse recruitment only through government agencies?

The MEA FAQ, last updated 6 February 2023, says nurse recruitment would initially be restricted to state-run agencies: NORKA Roots, ODEPC and Overseas Manpower Corporation. It does not say whether that is still the rule, so verify any agency on the MEA list before you pay.

What is the DHA licence process for nurses in Dubai?

On the DHA Get Registered page: self-assessment, primary source verification by Dataflow, a Prometric test if required, DHA review, then registration valid for one year, which the hiring facility must activate into a licence. The page lists a nurse credentialing fee of AED 200 plus other fees at checkout.

Is the DHA licence valid in Abu Dhabi?

Not automatically. DOH Abu Dhabi runs its own application through TAMM. The UAE authorities share one PQR document, but each processes its own applications. DHA says it accepts transferred verification reports from other UAE authorities, which may save the Dataflow step. Check each regulator.

Do I need an exam to be a nurse in Qatar?

The DHP says Registered General Nurses sit a Prometric qualifying exam of 150 questions over 3 hours with a 50% cut score. The nurse guidelines exempt NCLEX holders who passed within the previous five years. Check the DHP site for current exam dates and fees.

How much does a nurse earn in Saudi Arabia or Dubai?

We cannot give a verified figure. None of the regulator pages we read states nurse salaries, and the job boards that do are advertisements. Ask for the salary, allowances, housing and flights in the written contract, and compare it with the offer letter before you resign.

Do I need a GAMCA medical for nursing jobs in the Gulf?

It depends on the country and visa. Many Gulf work visas need a medical done at an approved centre, and Qatar's DHP temporary licence route lists a home-country medical report. Ask the employer for the exact requirement in writing, then see our GAMCA guide to verify the report.

Does Job Spectra guarantee a nursing job in the Gulf?

No. We do not guarantee jobs, licences or visas, and under our policy on the Trust page we do not charge job-seekers upfront fees. We do not currently hold an eMigrate recruiting-agent registration, so verify every agent yourself before paying.
