An ECR (Emigration Check Required) passport holder must get emigration clearance from the Protector of Emigrants before taking a job in any of 17 designated countries, including the UAE, Saudi Arabia, Qatar, Kuwait, Oman and Bahrain. A passport that is not endorsed ECR is automatically ECNR and needs no clearance. Travel that is not for employment does not need clearance.

What is an ECR passport and who needs emigration clearance?

ECR stands for Emigration Check Required. The Ministry of External Affairs says the Protector of Emigrants grants emigration clearance to people holding ECR passports who are going to any of the designated countries for employment. ECNR means Emigration Check Not Required. The Ministry states that no ECNR endorsement is printed in the passport: any passport not endorsed ECR automatically belongs to the ECNR category.
| Your situation | Clearance needed? |
|---|---|
| ECR passport, going to one of the 17 ECR countries to take up a job | Yes. Apply through eMigrate. |
| ECR passport, going to an ECR country on a visit or other non-employment visa | No. You need a valid passport, the right visa and a return ticket. |
| ECNR passport, going to any country for a job | No. |
| Any passport, checking an agent before paying | Not applicable. Check the agent on eMigrate. |
The Ministry of External Affairs lists these 17 countries as Emigration Check Required countries. All six GCC countries are on the list, along with eleven others:
The Ministry's guidance lists these categories as not requiring the ECR endorsement:
If your passport is endorsed ECR but you believe you fall into one of the categories above, check the current conversion process on the official Passport Seva website. This guide does not cover that process.
The Ministry also states that no woman below 30 years of age is granted emigration clearance for any type of work in any ECR country. The steps to apply are in the eMigrate guide.
| Worker type | Documents (as listed by the Ministry) |
|---|---|
| Skilled and semi-skilled, applying directly | Valid passport (6+ months), employment contract from the foreign employer, fee challan, Pravasi Bhartiya Bima Yojana (PBBY) insurance. |
| Unskilled workers and women workers | Valid passport (6+ months), employment contract attested by the Indian Mission, fee challan, insurance policy. |
Workers heading to the Gulf on an ECR passport should expect the recruiter to handle an attested contract, insurance and clearance properly. If an agent suggests skipping clearance, going on a visit visa to work, or paying for "clearance" outside the portal, treat it as a warning sign and verify the agent first: see how to check whether an agency is MEA registered and the legal fee limit.
