Jobs in Qatar for Indians: the work visa route, ECR clearance and scam checks

You need a job offer from a Qatari employer, who starts the work-visa process in Qatar, plus an employment contract attested before you leave India. If your passport is ECR, you also need emigration clearance, because Qatar is an ECR country. Use only a registered Indian agent, never a visit visa, and never pay for the job itself.

How can an Indian get a job in Qatar legally?

You need a job offer from a Qatari employer, who starts the work-visa process in Qatar, plus an employment contract attested before you leave India. If your passport is ECR, you also need emigration clearance, because Qatar is an ECR country. Use only a registered Indian agent, never a visit visa, and never pay for the job itself.

The short answer, and which official pages we read

In Qatar the employer, not the worker, leads the work-visa process. The Embassy of India in Doha describes recruitment either through a recruiting agent in India or directly by the Qatari employer, with the employment agreement and related papers attested before the worker leaves India. If your passport is ECR you also need emigration clearance through eMigrate.

Read in October 2026: three labour and recruitment pages of the Embassy of India in Doha, the Ministry of External Affairs emigration-clearance page, and two Qatari government pages, the Government Communications Office (GCO) Labour Reform page and the Hukoomi Migrant Workers page. The GCO and Hukoomi pages block direct automated access, so we read archived copies (GCO snapshot dated 2 October 2026, Hukoomi snapshot dated 27 July 2026). Qatar's Ministry of Labour, Ministry of Interior and Qatar Visa Centre sites did not give us usable current content, so anything about fees, appointment steps and processing times is left out rather than guessed. Confirm details on the live official pages.

Step by step: getting a Qatar job the legal way

  1. Get a written job offer from a named Qatari employer, and ask who pays for the visa, medical and ticket. The Embassy checklist tells you to get the employer's exact name, address and phone number and, if you can, to speak to them before you leave India.
  2. If an agent in India is involved, check that the agent is registered on eMigrate and ask to see the Registration Certificate, the demand letter and the power of attorney from the Qatari employer. The MEA page tells you not to deal with agents who cannot show these, and not to deal with sub-agents.
  3. Read the contract: duration, salary, working hours, housing, food, leave, return tickets, who pays residence-permit charges, insurance and end-of-service benefits. Check that the basic wage is not below the QAR 1,000 minimum stated by GCO. If you are given an initial contract, ask for the final one and sign that before leaving India.
  4. The employer starts the visa application and the contract attestation in Qatar. On the Indian side, the Embassy's recruitment FAQ lists the visa copy, demand letter, power of attorney and employment agreement among papers attested by the Ministry of Labour and Ministry of Foreign Affairs before submission to the Embassy.
  5. Qatar Visa Centre steps: GCO says visa centres exist to expedite recruitment in the worker's home country. Ask your employer or agent in writing which centre you must attend and what happens there (for example medical and biometrics), then confirm on qatarvisacenter.com. We could not read the centre site, so we do not list its steps or fees.
  6. If your passport is ECR, complete emigration clearance on eMigrate with your agent or employer. Do not travel for employment on a visit visa. See ECR passports and the eMigrate portal.
  7. Keep copies of your passport and signed contract in different places and leave a set with family in India, with the employer's address and phone numbers, as the Embassy's checklist advises.

Documents you are likely to be asked for

ECR and emigration clearance for Qatar

The MEA page says people with ECR passports going to any of the 17 ECR countries for employment require emigration clearance, granted by the Protector of Emigrants. Qatar is on the list in our ECR guide. The MEA page we read does not print the country names in its text, and an older Embassy of India PDF mentions 18 countries, so use the current MEA list.

The MEA page also says that no woman below 30 is granted emigration clearance for any type of work in an ECR country, and that this does not apply to passports without an ECR endorsement. Confirm this on the MEA page before relying on it. If your passport is not ECR (ECNR), clearance is not needed.

Qatar's labour reforms: what Qatari government pages say

Minimum wage. The GCO Labour Reform page says that in March 2021 Qatar introduced a minimum wage of QAR 1,000 covering all employees in all sectors, including domestic workers, and that employers must also provide QAR 500 a month for accommodation and QAR 300 for food, or provide these in kind. It says a Minimum Wage Committee periodically reviews the law. A GCO statement dated 30 August 2020 cites Law No. 17 of 2020 and says the law comes into force six months after publication in the official gazette. The pages do not state any later change in the figure, so check the Ministry of Labour for the current level.

Changing jobs. GCO says Qatar abolished the No-Objection Certificate requirement, so employees can end their contracts without employer approval. Hukoomi lists a service to request a change from one employer to another within the labour market. The ILO's 30 August 2020 statement adds that a worker must give at least one month's written notice if they have worked two years or less for the employer, or two months' notice if more (Law No. 18 of 2020).

Leaving the country. GCO says exit permits were abolished and migrant workers, including domestic workers, can leave without employer permission. Domestic workers must notify the employer at least 72 hours before departure, and employers may ask the Ministry of Interior for prior approval for a limited set of critical roles, capped at 5% of the workforce.

Wages and protection. GCO says the Wage Protection System ends cash payment practices and lets authorities monitor that wages are paid in full and on time. It also describes a Workers' Support and Insurance Fund (Law No. 17 of 2018) that pays workers' financial dues if an employer closes, and Labour Dispute Resolution Committees meant to settle disputes within three weeks of filing. Hukoomi lists services to report a labour violation, query a labour complaint and check the status of a complaint against a recruitment office.

These pages describe policy. They do not promise that every employer complies, so keep your contract, payslips and bank statements.

Driver jobs and other popular roles

The official pages we read do not discuss driver jobs or any other single job category, so we cannot give driver-specific rules, licences, salaries or demand figures. For any driver offer, the general rules still apply: a named employer, an employment visa, an attested contract and a registered agent. Ask the employer in writing whether a Qatari driving licence or licence conversion is needed and who pays for it.

Job portals show current vacancies, but a listing is not a visa. Always check that the vacancy has a real employer and a written contract before you pay for anything or hand over documents. You can also browse openings on our jobs page.

A note from Job Spectra

Job Spectra is operated by Spectravault Group LLP. We do not currently hold an eMigrate recruiting-agent registration, we cannot offer or guarantee any job or visa, and we follow a no-upfront-job-fees policy described on our Trust Center. You can submit your CV so we can note your interest, but for the legal route use the Qatari employer's offer, an agent you have checked on eMigrate and the official pages listed below.

Frequently asked questions

Can an Indian work in Qatar on a visit visa?

No. The Embassy of India in Doha says an agent's advice to go on a tourist visa and convert it to a work visa later is not advisable and can land you in trouble. Go only with an employment visa and a contract.

Is Qatar an ECR country?

Yes, Qatar is on the ECR list in our ECR guide. If your passport is ECR, you need emigration clearance before going to Qatar for employment. Check the current list on the Ministry of External Affairs page.

Who pays for the Qatar work visa, the employer or the worker?

The official pages we could read do not give visa fees or say who pays, so ask for every cost in writing before you commit. Agent service charges are capped; the Embassy FAQ cites Rs 20,000 per emigrant.

What is the Qatar Visa Centre?

The Qatar Government Communications Office says Qatar announced 20 Qatar Visa Centres in India, Sri Lanka, Indonesia, Nepal, Bangladesh, Pakistan and the Philippines to speed up recruitment and protect workers in their home countries. It lists no Indian cities or steps, so confirm on qatarvisacenter.com.

Does Qatar still need an exit permit or NOC to change jobs?

The GCO Labour Reform page says Qatar abolished both the No-Objection Certificate for changing jobs and the exit permit. The ILO's 2020 statement says notice of one or two months applies depending on length of service. Check the Ministry of Labour for current rules.

What is the minimum wage in Qatar?

The GCO Labour Reform page says QAR 1,000 a month basic, plus QAR 500 for accommodation and QAR 300 for food unless provided in kind, for all sectors including domestic workers. It does not state any later change, so confirm with the Ministry of Labour.

Do I need police clearance and a medical test for Qatar?

The Embassy pages we read do not list either. Ask the employer exactly what is required, and see our police clearance guide for how to apply in India.

Are there driver jobs in Qatar for Indians?

Vacancies appear on job portals, but the official pages we read say nothing about driver jobs, licences or salaries. The same safe-route rules apply: named employer, employment visa, attested contract and a registered agent.

Where do I complain if a Qatar employer does not pay me?

The Embassy of India's Labour Wing handles wage and end-of-service disputes and lists a 24-hour helpline. GCO also describes a 24/7 hotline and complaint kiosks, and Hukoomi lists an online route to report a labour violation. Unresolved cases go to Qatar's Labour Court.
