Jobs in Finland for Indians: the official work permit process, employer first

You need a Finnish employer first. As an Indian citizen you need a residence permit for work, and the employer completes the terms of employment while you, the employee, start the application, usually from outside Finland. The work-search permit on EnterFinland is for people who finished a degree, qualification or research in Finland, so it is not a route from India.

How can an Indian get a job in Finland?

You need a Finnish employer first. As an Indian citizen you need a residence permit for work, and the employer completes the terms of employment while you, the employee, start the application, usually from outside Finland. The work-search permit on EnterFinland is for people who finished a degree, qualification or research in Finland, so it is not a route from India.

The short answer: job offer first, then the permit

Finland sits outside the Gulf system many Indian job-seekers know. Job Market Finland, the public employment service, says citizens of countries other than the EU, the EEA and Switzerland need a residence permit and a right to work, and that the application for a first residence permit usually has to begin abroad. Its page for people moving to Finland (shown in October 2026) says that before a permit can be granted you must secure a job in Finland, and that you should have a written employment contract.

That order matters for the keywords people search. A Finland job seeker visa that lets an Indian citizen fly in and search is not something we found on the official pages we read. The EnterFinland page for work-based permits lists a separate residence permit to look for work, described as being for people who have completed a degree, qualification or research in Finland. If you are applying from India with no Finnish degree, the working route is a job offer and a permit for employment. Compare other countries on our overseas job guide and our Germany job seeker visa comparison, where a search-style permit does exist.

Which permit route fits you

The table lists only what the official pages we fetched say. The Finnish Immigration Service (Migri) blocks automated access to migri.fi, so the figures below come from archived Wayback Machine copies of the Migri pages dated 28 September 2026 (the fee page: 8 June 2026). Migri changes fees, salary floors and processing estimates, so confirm every figure on the live page and in the Application Finder before you apply.

Step by step: from offer to arrival

  1. Look for a Finnish employer. The official sources for finding work are Job Market Finland (the public employment service), the Work in Finland site and the EURES portal. Job Market Finland says to search before you move and to check whether work exists in your field.
  2. Get a written offer and ask the employer to confirm that it will complete the terms of employment for your permit application. Job Market Finland says the employer completes the agreed terms of employment and other attachments, in the Enter Finland for Employers service or on a paper form that you attach.
  3. Find out if your occupation needs an availability assessment (Migri calls it a labour market test). As the page on the international recruitment process explains, if the occupation is not in the Economic Development Centre's work permit policy, the employer has to show it tried to find workers in the EU, EEA and Switzerland, for example with a Job Market Finland posting running at least two weeks. The page says this must be done before you can start the permit application.
  4. Choose the right application with Migri's Application Finder, then create an account on Enter Finland, fill in the form, add attachments and pay the processing fee (Migri's fee figures are in the next section). EnterFinland lists these as five steps ending with a visit to a service point.
  5. Visit the Finnish mission or a Finland Visa Application Centre to prove your identity, give fingerprints and show the original attachments. Job Market Finland notes this may involve travelling to another country if there is none in your country of residence. Check the current locations for India on the Embassy of Finland, New Delhi site (finlandabroad.fi), which blocked our automated access, and on visa.finland.eu.
  6. Wait for the decision, and do not resign from your current job or book non-refundable travel on the strength of an offer alone. Job Market Finland says the employer can monitor the application in Enter Finland.
  7. On arrival, sign the paper employment contract, open a bank account and arrange a tax card, as the Job Market Finland page for newcomers lists. If you plan to stay at least twelve months, register your address with the magistrate.

The employer's part and your part

Job Market Finland also says a foreign employee has the same rights as a Finnish employee: pay and working hours must follow Finnish laws and collective agreements. If you think you are being mistreated, the Work Help Finland mobile app, run by the KEHA Centre, lists employee rights and where to get help; the page says it is free and available in 26 languages, including Hindi and English.

WhoWhat the official pages say they do
EmployerCompletes the agreed terms of employment and attachments (Enter Finland for Employers or paper form), carries out the labour availability assessment when the occupation requires it, and checks the right to work. Job Market Finland also says the employer must keep information about foreign employees and the grounds for their right to work for two years after employment ends.
You (employee)Starts the residence permit application yourself, online via Enter Finland or on paper at a Finnish mission, then visits a mission or visa application centre with the original attachments. Your family members must apply for their own permits.
Who pays the feeIf you apply in Enter Finland, Job Market Finland says you can agree with the employer who pays the processing fee. If you use the fast track, the employee pays. Get the agreement in writing. The fee amounts are in the table above.

Salary floors, fees and processing times (Migri, archived September 2026)

Migri's pages were reachable only as archived Wayback Machine copies dated 28 September 2026 (the fee page: 8 June 2026), because migri.fi blocks automated access. We quote them as shown. The figures are for 2026, are updated by Migri, and can differ on the live page, so confirm each one on migri.fi before you rely on it.

Is there a labour shortage? What the official pages claim

Official pages tie permits to the job market. Job Market Finland says that if the main occupational field is not in the Economic Development Centre's guidelines and the Labour Force Barometer shows an oversupply of labour, the field is generally not considered short of workers, and an employee's permit is usually not granted, though the assessment may find circumstances where one can be. So there is no blanket entitlement for any Indian applicant in any job.

InfoFinland, citing the Labour Force Barometer for autumn 2024, lists fields with the most vacancies: social and health services, education, specialist work and consultancy such as IT, installation, maintenance and cleaning, hospitality and tourism, and industry and technology. It adds that many sectors have education and language requirements and that vacancies concentrate in large cities and southern Finland. These are fields with vacancies in one barometer, not a guarantee that a foreign applicant will get a permit. Check the current barometer and the regional work permit policy for your occupation.

Language, qualifications and where to search

Documents to expect

The full attachment list depends on the permit and is on the Migri page. For the specialist permit, the archived Migri page (28 September 2026) lists a valid passport, a passport photo meeting the police photo guidelines and not older than 6 months, colour copies of the passport data page and any pages with notes, and a document showing you are legally staying in the country where you apply. Use Migri's Application Finder for the checklist for your own permit. Job Market Finland confirms three things: terms of employment completed by the employer, the original copies of your attachments shown at the service point, and your fingerprints and identity check. Expect to keep your passport, offer and contract ready, and ask the employer in writing which documents they need from you. For documents Indian applicants often need for other countries, see our police clearance certificate guide, but check whether Finland asks for it.

Emigration clearance: is Finland an ECR country?

No. The Ministry of External Affairs page on emigration abroad for employment says emigration clearance is required only for 17 countries, and its list (Afghanistan, Bahrain, Iraq, Indonesia, Saudi Arabia, Kuwait, Jordan, Libya, Lebanon, Malaysia, Oman, Qatar, Sudan, Syria, Thailand, the UAE and Yemen) does not name Finland. It also says that ECR passport holders going to a listed country for employment need clearance. That means emigration clearance on eMigrate for those countries does not apply to Finland as the page stands. The page is old, so confirm on mea.gov.in. See our ECR passport guide and eMigrate portal guide for the general rules.

Frequently asked questions

Is there a Finland job seeker visa for Indians?

We did not find one for applicants from India. EnterFinland lists a residence permit to look for work, but describes it as for people who have completed a degree, qualification or research in Finland. From India the usual route is a job offer and a residence permit for employment.

Can an Indian get a work visa for Finland without a job offer?

Job Market Finland says a non-EU citizen must secure a job in Finland before a residence permit for an employed person can be granted. Searching in advance on Job Market Finland, EURES and Work in Finland is how to start.

Who applies for the Finland work permit, me or my employer?

You do. Job Market Finland says an application can only be initiated by the employee. The employer completes the terms of employment and attachments in Enter Finland for Employers, or on a paper form you attach.

How long does a Finland work permit take?

Migri's processing-time page (archived copy of 28 September 2026) estimates 1 month in most cases for a first employed-person permit, and up to 2 months in a minority. Specialist and EU Blue Card first permits show 2 weeks in most cases. Estimates are updated every 2 months, so check the live page.

What salary do I need for a Finland work permit?

Migri pages (archived copy of 28 September 2026) show a total gross salary of at least EUR 1,600 per month in 2026 for the employed-person permit, and EUR 3,937 per month for the specialist permit and the EU Blue Card. Pay must also follow Finnish law and any collective agreement. Confirm on migri.fi.

How much does a Finland work permit cost?

Migri's pages (archived copy of 28 September 2026) show a first employed-person permit at EUR 750 online or EUR 950 on paper, and a first specialist or EU Blue Card permit at EUR 530 online or EUR 630 on paper. Fees change, so check the live Migri fee page. Employers and employees can agree who pays.

Do I need to speak Finnish to work in Finland?

Not always. Work in Finland says many multinational firms and many ICT and gaming companies work fully in English, but some sectors require Finnish or Swedish. Check each posting, and note that regulated professions can need recognised qualifications.

Is Finland an ECR country for Indian passport holders?

No, according to the MEA page on emigration abroad for employment: its list of 17 countries requiring emigration clearance does not include Finland. The page is dated, so confirm on mea.gov.in before you travel.

Does the Finnish employer have to prove there are no local workers?

For the employee's residence permit it may; Migri calls it a labour market test. Job Market Finland says an availability assessment applies unless the occupation is in the regional work permit policy, and the employer may need to show a Job Market Finland posting for at least two weeks and explain why applicants were unsuitable.

Does Job Spectra guarantee a job in Finland?

No. We do not guarantee jobs or visas, and our Trust page sets out our no-upfront-job-fees policy. We do not currently hold an eMigrate recruiting-agent registration, so check any agent yourself before paying anyone.
