Portugal job seeker visa for Indians: what changed in 2025 and the routes open now

Not at the moment. Law 61/2025 replaced the old job seeker visa from 23 October 2025 with a Skilled Job Seeker Visa for people with specialised technical skills, but Portugal's official visa portal says it is not yet available at Portuguese consular offices while its regulation is awaited. Indians can still apply for a work visa if they hold a Portuguese job contract or a written promise of employment.

Can Indians still apply for a Portugal job seeker visa?

Not at the moment. Law 61/2025 replaced the old job seeker visa from 23 October 2025 with a Skilled Job Seeker Visa for people with specialised technical skills, but Portugal's official visa portal says it is not yet available at Portuguese consular offices while its regulation is awaited. Indians can still apply for a work visa if they hold a Portuguese job contract or a written promise of employment.

The short answer: the job seeker visa is paused, not open

Many pages that rank for 'job seeker visa Portugal' still describe a 120-day visa that Indians can book through VFS. That version no longer exists. Portugal's Law No. 61/2025, published in the Diário da República on 22 October 2025, rewrote Article 57-A of the Foreigners' Law (Law 23/2007) and renamed the visa the 'visto para procura de trabalho qualificado', the Skilled Job Seeker Visa. Article 9 of that law says it entered into force on the day after publication, which was 23 October 2025.

As shown by the Ministry of Foreign Affairs visa portal (vistos.mne.gov.pt) on 28 October 2026, the Skilled Job Seeker Visa page reads 'NOT YET AVAILABLE AT PORTUGUESE CONSULAR OFFICES' and says it is waiting for the regulation of Article 57-A. In practice, there is no job seeker visa an Indian can apply for today. Confirm on the official page before you spend money, because this can change as soon as the regulation is published.

What the new Skilled Job Seeker Visa will look like

Routes for Indians compared (as of October 2026)

For the highly qualified route, the visa portal's residency documentation page says the contract or work promise must be for at least six months and for a salary of 1.5 times the annual gross salary, or three times the IAS (Portugal's social support index). It gives a lower multiple (1.2 times, or two times the IAS) for professions it treats as particularly in need. Read the exact wording on the official page, as the portal's English is a translation.

How to apply for a Portugal work visa from India, step by step

  1. Get a written job contract or work promise from a Portuguese employer. The visa portal lists 'work contract, work promise or demonstration of interest' as the purpose document for subordinate work. Without one, there is no work visa to apply for. For ways to find sponsoring employers, see our visa sponsorship jobs by country guide.
  2. Check which office covers you. The Embassy of Portugal in New Delhi says it takes applications from residents of all of India except Goa, Maharashtra, Dadra and Nagar Haveli and Daman and Diu. Residents there apply at the VFS centres in Mumbai, Pune or Goa and are assessed by the Consulate General of Portugal in Goa. The Embassy also says you should have been legally resident in its jurisdiction for at least 6 months.
  3. Request an appointment. The Embassy's notice of 14 April 2026 says that from 15 April 2026 all appointment requests for subordinate work visas (categories D1 and E8) must be sent only to vistostrabalho.novadeli@mne.pt. Other visa questions go to visas.novadeli@mne.pt. Check the Embassy site for the current address before writing.
  4. Prepare the documents listed in the next section, including a police clearance certificate with an apostille.
  5. Submit in person at the VFS centre. The Embassy's visa FAQ says applications must be submitted and paid only at the VFS Delhi Portugal Application Center, that you cannot apply through a third person or by post, and that the visa may be refused if an agent is involved. The visa portal lists VFS centres in New Delhi, Ahmedabad, Bangalore, Kolkata, Chandigarh, Chennai, Goa, Jalandhar, Mumbai and Pune.
  6. Pay the fee and give biometrics. The visa portal's fees page says the national visa fee is 110 euros. The New Delhi Embassy's FAQ lists a work visa at 90 euros. Ask VFS which figure applies on the day you apply.
  7. Travel once the visa is issued. The visa portal says a residency visa allows two entries and is valid for 4 months, and that during that time you must apply for a residence permit with AIMA.

Documents the official pages ask for

After you land: the AIMA residence permit

AIMA (Agência para a Integração, Migrações e Asilo) replaced the old SEF for residence permits, so pages that still send you to SEF are out of date. AIMA's page for the subordinate work residence permit (Article 88(1)) says the application is made by appointment, or through an electronic platform that is still being rolled out for residency visa holders, and handed in person at any AIMA store.

AIMA lists these documents: a valid passport, a valid residency visa for subordinate work, a sworn employer declaration confirming the employment link, a declaration of your home address with proof of how you live there, and proof of registration with the tax authority and with social security. AIMA says the temporary residence permit for a professional activity is valid for two years from issue and renewable for successive three-year periods. Fees are in AIMA's fee table, which we did not reproduce here.

Do not plan to enter as a tourist and switch later. Law 61/2025 states in its object clause that it amends the 2024 decree-law that revoked residence permit procedures based on 'manifestation of interest', the route many people once used to regularise after arriving without a work visa.

Emigration clearance: is Portugal an ECR country?

No. The Ministry of External Affairs page on emigration abroad for employment says clearance is required only for 17 countries, all in the Gulf, West Asia and parts of Asia and Africa, and Portugal is not one of them. Portugal appears in that page's list of exempt countries. So an Indian going to a job in Portugal does not need eMigrate emigration clearance, even with an ECR passport. You still need the Portuguese visa and residence permit described above. Confirm the current list on mea.gov.in.

Frequently asked questions

Is the Portugal job seeker visa still available for Indians?

No. Law 61/2025 replaced it from 23 October 2025 with a Skilled Job Seeker Visa, and as shown by vistos.mne.gov.pt in October 2026 that visa is not yet available at Portuguese consular offices while its regulation is awaited.

What is the new Portugal Skilled Job Seeker Visa?

It is a visa under the amended Article 57-A of Portugal's Foreigners' Law for people with specialised technical skills to enter Portugal and look for work. The skills will be defined by a ministerial portaria that has not yet been applied at consulates.

How long will the Skilled Job Seeker Visa last?

The amended law refers to a 120-day period that includes an appointment date with the residence permit authority. If you do not start work, you must leave and can reapply only one year after the visa expires. We could not confirm any extension in the amended text.

Can I get a Portugal work visa from India without a job offer?

Not through a work route right now. The subordinate work visa needs a work contract, work promise or demonstration of interest from an employer. The job seeker option is paused until its regulation is published.

How much does a Portugal work visa cost for Indians?

The Ministry of Foreign Affairs visa portal lists 110 euros for a national visa. The Embassy in New Delhi lists 90 euros for a work visa. Confirm the current fee with VFS before you apply, and budget separately for the AIMA residence permit.

Where do Indians apply for a Portugal work visa?

At a VFS Global centre in India. The Embassy in New Delhi covers all of India except Goa, Maharashtra, Dadra and Nagar Haveli and Daman and Diu, which the Consulate General in Goa handles. Work visa appointment requests go to vistostrabalho.novadeli@mne.pt.

How much money do I need to show for a Portugal visa?

The visa portal bases means of subsistence on the 2026 minimum monthly salary of 920 euros. For work visas, it says the job contract or work promise counts as proof, and an employer can sign a term of responsibility.

What happens after I reach Portugal on a work visa?

The residency visa is valid for 4 months with two entries. In that time you apply to AIMA for a residence permit. AIMA says the permit is valid for two years and renewable for three-year periods.

Do I need emigration clearance (ECR) to work in Portugal?

No. Portugal is not one of the 17 ECR countries on the Ministry of External Affairs list, so eMigrate emigration clearance does not apply. Portuguese visa rules still apply in full.
