Jobs in Israel for Indians: the government route, the risks and the scams

The Ministry of External Affairs describes a bilateral framework agreement, signed in November 2023, under which Israeli authorities recruit Indian workers and place them with Israeli companies, mainly in construction and caregiving. Uttar Pradesh's employment department runs a free application drive for some construction trades. Pay no one for a place, and check the current security advisory first.

How can an Indian legally get a job in Israel?

Direct answer: what the official pages say

In two Parliament replies read in October 2026 (Lok Sabha, 1 August 2025, and Rajya Sabha, 7 August 2025), the Ministry of External Affairs (MEA) says India and Israel began talks in 2022 on a bilateral framework agreement for "safe, orderly, regulated and legal migration", and that the Framework Agreement and Implementation Protocols were signed in November 2023. Under it, workers are recruited by Israeli authorities, who then assign selected applicants to Israeli companies.

As of 1 July 2025 the MEA counted 6,774 Indian workers who had arrived under this agreement: 6,730 in construction and 44 as caregivers. These figures are more than a year old, so confirm any newer number on mea.gov.in. The same Rajya Sabha reply says that, as per available information, around 7,000 Indians had been recruited as caregivers and around 6,400 in construction through private channels. That is a reminder that most Indians working in Israel did not come through the government channel, and that private routes are where scams concentrate.

Routes at a glance (only what we could confirm)

RouteWhat the official pages we read sayWhat they do not say
Construction under the framework agreementMEA: 6,730 workers in construction as of 1 July 2025. A December 2024 reply listed formwork, iron bending, plastering and ceramic tiling. The Uttar Pradesh employment department's Rojgaar Sangam page lists framework/shuttering carpenter, iron bending, ceramic tile and plastering, with a minimum of 3 years' experience and age 25 to 45.Which states or trades will be open next, and when. The UP page is one state's drive, not a national rule.

The B-1 work visa: what we could and could not confirm

Many agency pages describe the visa as a "B-1" work visa. The Israeli government pages that define visa categories (gov.il, the Population and Immigration Authority) returned an access error when we tried to read them, and the MEA and Uttar Pradesh pages we did read do not name a visa category. We therefore do not state visa rules, fees or processing times. The UP page only says that selected candidates send a Visa Request Form, a signed Standard Employment Contract and a flight ticket, and that the visa decision comes before pre-departure orientation. Confirm the visa type and fees in writing from the official Israeli source before paying anything.

Step by step: the Uttar Pradesh construction drive as officially described

  1. Register as a job seeker on the Rojgaar Sangam portal, complete your profile and upload documents. The page says the application process is entirely online.
  2. Apply under the trade that matches your experience: framework/shuttering carpenter, iron bending, ceramic tile or plastering. The page requires basic English, the ability to read construction drawings, age 25 to 45, and a valid passport with at least 3 years of validity remaining.
  3. Wait for document verification by the Labour and Employment Department, then take the English pre-screening test if shortlisted.
  4. Complete Recognition of Prior Learning (RPL) training and test, then the Name Check, which the page says is verified from the passport only.
  5. Attend the Professional Test Drive. The page says a maximum of 650 candidates are allowed each day and that you carry your original passport and RPL certificate.
  6. Selection is by random selection or lottery after the test, according to the page. Selected candidates then submit a police clearance certificate, medical report, self-declaration, health declaration, passport copy and visa request form. See our police clearance guide.
  7. Visa processing needs a signed Standard Employment Contract and a flight ticket; after visa approval, the page says candidates receive Pre-Departure Orientation Training (PDOT) before deployment.

Security advisory: read this before applying

Israel is in an active regional conflict. As shown by an MEA update published through the Press Information Bureau on 14 April 2026, "Israel airspace is partially open with restricted flight operations" and travel of Indian nationals was being facilitated from Israel through Jordan and Egypt to India. We found no later official statement that this had been lifted, but conditions change quickly, so confirm on the MEA travel advisories page and the Embassy of India in Tel Aviv before any decision.

News reports in January and February 2026 describe Embassy of India advisories asking Indians to avoid non-essential travel to Israel and to follow local Home Front Command instructions. We could not open the Embassy's own advisory text (its website did not load for us), so treat the dates as reported, not confirmed, and read the Embassy's own notice.

The MEA says Indian workers under the framework agreement are to receive equal treatment on labour rights, with proper lodging, medical insurance and social security coverage, and that the Embassy runs a 24-hour helpline. In the same replies the MEA reports that around 220 workers had returned to India, mainly due to skill mismatch and language barriers, that some workers complained of not being placed in the jobs they were promised (the MEA says these were taken up with Israeli authorities and resolved), and that one Indian agriculture worker was killed and three Indians injured in attacks between October 2023 and March 2024. The government's own answers show real risks as well as protections. Weigh them yourself and tell your family where you are going.

ECR and emigration clearance for Israel

Israel is not on the list of 17 Emigration Check Required countries shown in our ECR guide, which follows the Ministry of External Affairs list. That list is the one MEA's emigration clearance page refers to, but its page did not name Israel, so we do not say emigration clearance is required. The MEA page is old, so confirm your own situation with a Protector of Emigrants office and read the eMigrate guide. This is not a reason to skip checks on the agent.

Frequently asked questions

Are there legal jobs in Israel for Indians?

Yes, under the bilateral framework agreement signed in November 2023, according to the Ministry of External Affairs. It reported 6,774 workers had arrived by 1 July 2025, mostly in construction. Check the MEA site for newer numbers.

How do I apply for the Israel construction jobs?

The Uttar Pradesh employment department describes an online process on its Rojgaar Sangam portal: registration, English test, RPL, name check, professional test and random selection. The page is specific to that state's drive, so check your own state's employment department.

Do I have to pay an agent for an Israel job under the government drive?

The Uttar Pradesh page says the entire process is completely free and asks candidates to report anyone requesting money. If an agent charges for a place in that drive, treat it as a red flag.

What is the salary for Indians in Israel?

The MEA says workers are paid as per their contract and are entitled to the minimum wage under Israeli rules, but gives no figure. We do not quote agency salary claims. Ask for the exact contract wage in writing.

Is Israel safe for Indian workers right now?

There is an active conflict. The MEA update of 14 April 2026 said Israeli airspace was partially open with restricted operations. Check the MEA and Embassy of India in Tel Aviv advisories before deciding. We cannot say it is safe.

Can freshers or caregivers apply for Israel jobs?

The pages we read describe construction trades needing 3 years' experience for the UP drive. For caregivers, the MEA reports only 44 under the framework agreement and says the demand came from Israel. No official fresher or caregiver application process is described.

Do I need emigration clearance for Israel?

Israel is not among the 17 ECR countries in the list our ECR guide follows from the MEA, so clearance is not listed for it. Confirm with a Protector of Emigrants office because the MEA page is old.

Can I go to Israel on a tourist visa and work?

Do not. The official routes we found run through recruitment and an employment contract, and tourist-visa job offers are a standard scam pattern. Working without proper permission puts you at risk with no protection.
