Jobs in Oman for Indians: the official work permit, visa and emigration steps

You need a real employer in Oman who holds a Ministry of Labour work permit for you, then a work visa issued through the Royal Oman Police e-visa system. If your passport is ECR, Oman is one of the 17 countries that need emigration clearance. Never travel on a visit visa to work, and keep a signed contract.

How can an Indian get a job in Oman legally?

You need a real employer in Oman who holds a Ministry of Labour work permit for you, then a work visa issued through the Royal Oman Police e-visa system. If your passport is ECR, Oman is one of the 17 countries that need emigration clearance. Never travel on a visit visa to work, and keep a signed contract.

How the Oman system works: the employer moves first

In Oman the paperwork starts with the employer, not with you. The Ministry of Labour's Labour Law page (in Arabic, as read in October 2026) states that an employer may not bring in a non-Omani worker without the Ministry's licence, and that a non-Omani worker must hold a work permit before starting work. The Royal Oman Police e-visa site says sponsor registration is only available to residents of Oman, who must supply a valid Civil Number, and a company needs a valid Company Register Number. The ROP page we read did not list visa fees or processing times, so we give none here.

What this means for you: a genuine offer comes from a company registered in Oman that can sponsor you. If someone asks you to arrange the visa yourself, or to pay for a visa before there is a named employer, treat it as a warning sign and read our overseas job scam guide. You can also read our Oman country page for the sectors we see employers hiring in.

Step by step: from offer to departure

  1. Get a written offer from a named Omani employer with its commercial registration details, your job title, salary and the contract length. Keep every message and document.
  2. Ask who is processing the visa. The employer applies for the work permit through the Ministry of Labour. As shown by the Ministry's service page for private work permits in October 2026, the employer submits worker details and documents, then the Ministry gives final approval and the page states approval takes from one day up to one week at most. That page does not list the fee, which depends on profession and number of workers.
  3. Review the contract. The Ministry runs an electronic service where the worker reviews and approves the contract the employer has registered, and the page says the worker signs it electronically. If you are abroad, ask the employer how this is handled for you and get a copy you can read before you sign anything.
  4. Check your passport category. If it is ECR, complete emigration clearance on eMigrate before you fly, because Oman is on the Ministry of External Affairs list of 17 countries. See the ECR guide and the eMigrate guide.
  5. Prepare your documents. The official pages we fetched did not list a medical, police certificate or certificate attestation checklist for Oman, so ask the employer or agent to give the exact list in writing. For general background see our GAMCA medical guide and police clearance certificate guide. These may or may not be required for your role.
  6. Travel only after the employer confirms in writing that your work visa has been issued. Do not enter on a visit visa with a promise to convert it later.

Emigration clearance: is Oman an ECR country?

Yes. The MEA page on emigration abroad for employment says clearance is required only for 17 countries and names Oman among them, with Bahrain, Kuwait, Qatar, Saudi Arabia and the UAE. That MEA page shows a last-updated date of 16 May 2016, so confirm the current list on the official site. A separate MEA page on the emigration clearance system, last updated 10 February 2023, says persons with ECR passports going to any of the 17 ECR countries for employment need clearance, whether they go through a recruiting agent or directly through a foreign employer.

The Indian Embassy in Muscat lists an eMigrate menu on its site covering direct recruitment (male), nurse recruitment through agencies, bulk recruitment through agencies and housemaid recruitment. If you hold an ECNR passport, ECR clearance does not apply, but the Oman permit and visa steps still do.

What the Embassy says about direct and agent recruitment

Your rights under Oman's Labour Law, and Omanisation

The Ministry of Labour's Labour Law page (in Arabic, linking a file named 53-2023) groups the law into books, including one on work organisation with Omanisation and non-Omani workers, one on the employment contract, and one on working hours, leave and wages. Our reading of its text, translated from Arabic by us and not a legal opinion, includes an 8-hour working day and 40-hour week, and a probation limit of 3 months for monthly-paid workers. Read the contract against the full law before accepting, and confirm the details on the Ministry site.

Omanisation is Oman's policy of employing Omani nationals, and the Labour Law page lists it in the same book as non-Omani workers. The Ministry's site has a section for the status of activities and professions open to inquiry, so ask your employer which category your job falls in. We did not find an official list of occupations closed to expatriates in the pages we read, so do not rely on any blog's list. Some roles may be reserved for Omanis, which can affect whether an offer is real.

Frequently asked questions

Can I work in Oman on a visit visa?

No official page we read allows it. The Ministry of Labour page says a non-Omani needs a work permit before starting work. Wait for a confirmed work visa and do not enter Oman on a visit visa to take a job.

Is Oman an ECR country?

Yes. The Ministry of External Affairs lists Oman among the 17 countries where ECR passport holders need emigration clearance for employment. The page we read was last updated on 16 May 2016, so check the current list on mea.gov.in and eMigrate.

Who applies for the Oman work permit and visa?

The employer. The Ministry of Labour permit service is submitted by the employer and approved by the Ministry, and the Royal Oman Police e-visa site says sponsor registration is only for residents of Oman. You should not be asked to buy a visa on your own.

How long does an Oman work permit take?

The Ministry of Labour service page for private work permits says approval takes from one day up to one week at most. That covers the permit only, not the visa, medical or travel. Real timelines depend on the employer, so ask for a written estimate.

How much does an Oman work visa cost?

We cannot give a verified figure. The Ministry page for private work permits does not list the fee, and the ROP e-visa pages we read gave no visa fees. Ask the employer to confirm who pays each fee and get that in writing before you accept.

Does the Oman employment contract need to be attested?

For direct recruitment of men through eMigrate, the Embassy of India in Muscat says the bilingual English and Arabic employment agreement must be attested by Oman's Ministry of Labour and Ministry of Foreign Affairs. The Embassy's attestation services page we read is for people already resident in Oman.

Where do I complain if my employer in Oman does not pay me?

You can file a free online complaint with the Ministry of Labour, or contact the Embassy of India Community Welfare Wing on the 24/7 toll-free helpline 80071234. Keep payslips, your contract and messages. Confirm the contact details on the official sites.

Does Job Spectra guarantee a job in Oman?

No. We do not guarantee jobs or visas, and we do not charge job-seekers upfront fees under our policy on the Trust page. We do not currently hold an eMigrate recruiting-agent registration, so check any agent yourself before paying anyone.
