How can an Indian get a construction job in Dubai legally?
Get a written offer from a UAE employer that applies for your work permit, because the UAE Government says the employer bears recruitment, travel and residence-permit costs. If your passport is ECR, complete emigration clearance before you fly. Never pay for a visa, and never travel to work on a visit visa.
Search results for "construction jobs in Dubai", "welder jobs in Dubai", "electrician jobs in Dubai" and "plumber jobs in Dubai" are mostly job-board listings, which tell you what is advertised but not what the law protects. This guide covers the protections. The rules below are the same whether you are a welder, an electrician, a plumber, a mason or a general labourer.
The official pages we read describe the employer's duties (permit, costs, wages, safety, housing). They do not publish a list of construction trades, trade-test requirements or salary scales for Dubai. Salary snippets on job boards we saw on 19 October 2026 ranged from under AED 2,000 to several thousand dirhams a month depending on trade and seniority. Those are advertised figures, not an official wage, so treat any number as something to confirm in your written offer.
| Topic | What the official page says (as shown in October 2026) | Where |
|---|---|---|
| Who pays recruitment, travel and residence-permit costs | The employer you agreed to contract with bears them. The UAE Government also says charging recruitment fees to prospective employees is illegal. | u.ae: protection of workers' rights |
| Work permit | Employers may not recruit or employ a worker unless a work permit is issued under MoHRE procedures. A permit to recruit from outside the UAE is valid for two years. | u.ae: work permits |
| Wages | Registered employers pay through the Wage Protection System (WPS). Salary for the previous month is due on the first day of each Gregorian month, and at least 85 per cent of wages due must be transferred on time where lawful deductions apply. | u.ae: payment of salaries/wages |
| Midday break | No work under direct sunlight in open places from 12.30 pm to 3 pm, from 15 June to 15 September every year, with limited exemptions. | u.ae: health and safety at workplace |
| Labour accommodation | Establishments with 50 or more workers earning AED 1,500 or less per month must provide accommodation that meets the stated standards. | u.ae: labour accommodation |
| Passport and leaving | Confiscating workers' passports is prohibited, and workers do not need their employer's permission to leave the country. | u.ae: protection of workers' rights |
The Ministry of External Affairs states that persons with ECR-endorsed passports going to any of the 17 ECR countries for employment require emigration clearance. The UAE is one of those 17 countries in our ECR passport guide. Check the ECR stamp on your own passport, and read how eMigrate works.
The MEA guideline lists these documents for skilled and semi-skilled workers: a passport valid for at least six months with a valid visa, the employment contract from the foreign employer, a challan for the prescribed fee, and a Pravasi Bharatiya Bima Yojana insurance policy. For unskilled workers, the employment contract must be attested by the Indian Mission. The MEA page does not define which construction roles count as skilled or unskilled, so ask the Protector of Emigrants or your registered agent in writing rather than assuming.
The MEA guideline also says a recruiting agent's affidavit certifies the worker "has been trade tested". That is an agent-route requirement stated on the MEA page. It does not name a specific test, testing body or fee, so do not pay anyone for a "certificate" without a receipt and a name you can verify.
According to the UAE Government page, registered establishments must pay wages on the due date through the WPS, and salaries are transferred through banks, exchange houses or financial institutions authorised by the Central Bank. Payment can be in dirhams or another currency if your contract says so.
The same page says there is no minimum salary stipulated in the UAE Labour Law, so your offer letter is the only place your wage is fixed. It also sets out measures against employers who pay late: new work permits are suspended on the 5th day after the due date, and from the 16th day an individual or collective labour dispute is registered automatically for the affected workers in establishments employing 25 or more workers. Check the page for the exact conditions.
If your salary is late or short, the page says workers may contact MoHRE or register a salary complaint. MoHRE's Labour Claims and Advisory Call Centre toll-free number is shown on u.ae as 80084.
The UAE Government page states that work under direct sunlight and in open places is not allowed between 12.30 pm and 3 pm, from 15 June to 15 September every year. Exemptions listed include laying asphalt or pouring concrete where postponing is not feasible, urgent work to prevent hazards or repair failures affecting the public such as water supply disruption, and work needing a government permit because of traffic or similar impact.
The same page says employers must provide safe work, protective equipment and training, that workers must use the protective equipment provided, and that injuries or deaths at work must be reported to MoHRE within 48 hours by the employer. Every industrial establishment and every construction-sector establishment with 100 or more workers must appoint a qualified Occupational Health and Safety Officer. We did not retrieve the 2026 summer announcement from MoHRE, so confirm that year's dates on its website.
u.ae lists these housing rules under Ministerial Resolution No. 44 of 2022 and related standards. Employers covered by the 50-worker, AED 1,500 rule must register in MoHRE's Labour Accommodation System.

The UAE Government says the employer you agreed to contract with bears the recruitment, travel and residence-permit costs, and that charging recruitment fees to prospective employees is illegal. Ask for any charge in writing and keep receipts.
The official pages we read do not name a mandatory trade test or certificate for Dubai. The MEA guideline mentions a recruiting agent certifying a worker has been trade tested. Ask your employer what proof of skill it requires.
No official page we read defines the term. The lawful position is that the employer applies for your work permit and pays the costs. Be cautious if an ad asks you to pay or find your own employer.
The UAE Government says work under direct sunlight in open places is not allowed from 12.30 pm to 3 pm between 15 June and 15 September each year, with limited exemptions. Check MoHRE for that year's announcement.
Registered employers must pay through the Wage Protection System, with the previous month's wages due on the first day of each month, according to the UAE Government page. Workers can contact MoHRE or file a salary complaint if wages are late.
Establishments with 50 or more workers earning AED 1,500 or less a month must provide accommodation under the UAE Government page. Smaller employers or higher wages may be covered by your contract instead, so get accommodation written into the offer.
If your passport is ECR, yes. The Ministry of External Affairs says ECR passport holders going to any of the 17 ECR countries for employment need emigration clearance, and the UAE is one of them.
The official pages we read for this guide do not state a GAMCA requirement for Dubai. Employers or agents may still ask for medical documents, so see our GAMCA guide and ask who requires it and who pays.
The UAE Government says workers can contact MoHRE or register a salary complaint, and gives the toll-free Labour Claims and Advisory Call Centre number 80084. Keep your contract, payslips and bank records.
